What is the difference between a concern and a complaint?

Expressions of concern are not the same as a complaint. Once the College determines that an investigation is appropriate and that it meets the necessary requirements under the College’s governing legislation, an investigation is started. A concern becomes a formal complaint once the requirements set out at s. 22 of the College Bylaws have been met.
